Minutes of ICAG meeting 10th April 2013 Present: Alison Dines, Keith Macfarlane, Stephen Taylor, David Lincoln, Deborah Maby, Adrian Williams, John Ackers, Paul Standeven, Mary Ann Tarver, Tom Vennink Apologies: James Gleadow, Robert Harston David Shannon, Islington’s Cycling Officer, gave a presentation about the newly formed Islington Cycling Club that will be holding events for all ages and abilities. The club is supported by Islington Council, although not funded by it, and there is a place on its steering committee for an ICAG member. See the website www.islington.cc for more details. Matters Arising Chris had contacted Cllr Terry Stacy about the possibility of cycle parking being installed on the site of the old CAB building at Highbury Corner and it was agreed that he would continue to lobby Cllr Stacy about this. Alison had written up the actions for the Veloteers/Olden Garden event in January but needed to clarify some of them with others that were there so she will circulate her notes. Keith had two examples of indemnity forms & will use them to produce one for ICAG. Minutes Feedback from meeting with council officers. John, Chris & Keith met Islington council officers Will Umney, Eshwyn Prabhu & Linda Brosnan (who are planners rather than engineers) to discuss how Islington can use the money available from the Mayor’s Vision for Cycling in London. The basis of the discussions was the ICAG ‘wish list’ and the meeting thanked John for all the time he’d put into producing it. However John said it needed more work as it isn’t always clear what the proposals are. He felt each item needs an advocate, rather than proposer, who has a good understanding of what’s required & can visit the site, reply to e-mails etc. The officers welcomed the list & said that schemes could be grouped together by type (e.g. ASLs, cycle parking, permeability) rather, or as well as, by ward or location. It is not clear how TfL will ask for bids from the boroughs & what the timeframe is. The London cycle design standards are being improved although Islington had difficulty meeting the previous ones. Action: a ride to visit some of the sites listed to meet at Islington Town Hall at 10am on Sat 20th April. Alison to devise route. Sustrans Mary Ann reported that Sustrans has re-organised its volunteers regionally; Islington is in Central London region & has 10 volunteers,one of them is to monitor Connect 2. Sustrans is working on Connect London, & has produced map proposing 7 new cycling routes in London one of which goes through Tufnell Park. However it is more of a speculative projection aimed at attracting funding rather than actual plan & funding not yet been acquired. Action: Mary Ann to keep ICAG updated with Sustrans’ activities. Ward Improvement Plans (WIPs) John, Chris & Alison had not met about the Highbury West WIP. Carried over to a future meeting. Tufnell Park Cycles to School (TPC2S) David reported that TPC2S had been awarded a Community Chest grant for £800 & would use it for a Bike Week event on Sat 15th June at the Farmers Market & Tufnell Park Primary School. David was to meet Andrew Gilligan (the Mayor’s cycling czar) next week. TPC2S has been included in Kentish Town’s WIP (in Camden!) & the new Islington councilor has agreed to look at local implementation funding (LIP) funding. London Cycling Awards It was agreed that the Veloteers scheme & TPC2S would not be submitted. Connect2 celebratory event ICAG would not attend this but John & Chris would discuss their concerns about Connect2 in Islington with Sustrans. Archway meeting on 23rd April Neither Chris or Keith could go. Action: Alison to ask Liz or Anita if they could attend on behalf of ICAG. Angel Canal Festival on Sunday 1st September It was agreed ICAG would have a stall as usual. Action: Alison to book stall & ask for volunteers nearer the time. ICAG AGM on Wed 13th May Alison to discuss catering with Chris & Keith. Bike Week 15th – 23rd June Plans were discussed briefly. There would be no stall at the N1 Centre & the first Saturday would be at Tufnell Park. Chris was persuaded to repeat his Food, Glorious Food ride on 23rd. Alison to draft a leaflet for AGM, arrange mechanics & contact Haringey & Hackney about a joint stall at the Festival of Cycling on Sun 16th June at Finsbury Park. AOB John had asked David Shannon about school travel plans although David said it was not his remit. John said the plans were important as there could be funding for school travel but Islington had not updated them. David asked if there was to an event to mark the death earlier in the week of the cyclist Katherine Giles but no one was aware of one.
