ICAG Committee minutes, 7th June 2012 Attendees: Alison, Deborah, John A, Jon P, Chris, Stephen, Keith, Robert; Pavlova. Agenda: 1) Paying bike mechanics, 2) payment/expenses for volunteers on stalls, 3) Roundhouse fund raiser, 4) St Luke’s, 5) Bunhill Row, 6) Drayton Park, 7) Veloteers 8) Policy/strategy. 1) AD raised the question of paying bike mechanics for attendance at ‘Dr Bike’ type events. The aim was to increase availability and the professionalism of mechanics. Issues concerned whether our existing crew of volunteer mechanics would be offended, whether they should paid too, and if so, how much. RESOLUTION/ACTION: - all mechanics will be paid, professionals at the going rate, and existing crew at the rate they would be paid as employees of a Dr Bike-type company. The latter was agreed at £15ph. - the existing crew are our preferred suppliers, with the professionals called upon to boost availability/numbers as necessary. 2) AD raised question of whether volunteers on stalls should be paid too, and/or receive expenses. RESOLUTION/ACTION: stall work was agreed to be easier than mechanic work, and that volunteers should not be paid. They should have the right to claim up to £5 expenses, however, for a minimum of two hours work, and the production of a receipt. 3) The Roundhouse, a Higbury community centre, is raising funds to enable it to buy a replacement building, as its present one is in disrepair. Owners Xen have invited ICAG to provde mechanics for a fundraiser, Xen and the Art of Cycle Maintenance, and seeks feedback on what kind of support we might provide. RESOLUTION/ACTION: added to the agenda for greater discussion at the next ICAG group meeting. 4) St Luke’s Community Centre, a charity trust in the south of the borough, have approached ICAG for money for bike training/mechanics courses, and for ICAG to help publicise these. RESOLUTION/ACTION: AD is going to ask for more detail, including how much money they seek, and exactly what it will be spent on, and report back, ideally in time for the next ICAG meeting. 5) Concern was expressed that the introduction of two-way cycling infrastructure promised by LBI has not yet materialized, despite being promised to begin (be completed?) in June 2012. RESOLUTION/ACTION: JA will chase Paul Taylor for an update. 6) The group agreed that changes to Drayton Park have not met promises, and intend to oppose these, in coordination with other interested parties. JA proposed and group discussed moving the Bike Week breakfast to Drayton Park from it’s Goswell Road position. RESOLUTION/ACTION: - JP(?) will produce a draft wording, to be agreed by the Committee, that will comprise a petition opposing the changes. JP suggests the following: “We the undersigned believe that Drayton Park is unsafe for pedestrians and cyclists, and we call upon the borough to make it safe for all road users.” - JA approached Living Streets about the possibility of having an event at Drayton Park, possibly in Bike Week. Caroline Russell of LS was in favour, and group agreed event for Wednesday 20th. JA will spearhead, and report at the next ICAG meeting. - The Bike Breakfast plans for Tuesday 19th remain as previously (Goswell Rd/City Rd triangle). 7) ST expressed concern that the Veloteers initiative has lost momentum, and proposed discussion on its future/future form. RESOLUTION/ACTION: - Veloteers will be discussed at the next ICAG meeting. - ST is going to email relevant veloteers about Drayton Park in the meantime. 8) JP suggested committee meeting had achieved a lot in terms of clarifying positions and action on a range of issues, but had dealt with specific concerns rather than address questions of policy and strategy; i.e. what ICAG’s objectives are, and how it will achieve them. RESOLUTION/ACTION: Committee will attempt to focus on this at next Committee meeting.
